Russian Day...


From the Far East to the doorsteps of Western Europe, and from Tsar to the world’s first peoples’ Union, the biggest country in the world stretches across two continents covering 17 million sq km (6.6 million sq miles), accounting for more than one ninth of Earth’s terrestrial area. This is Russia and today 12th June, it celebrates its National Day. Russia Day is the Day of adoption of the declaration of state sovereignty of RSFSR (Russian Soviet Federative Socialist Republic) back in 1990. The passage of this Declaration by the First Congress of People's Deputies marked the beginning of constitutional reform in the Russian Soviet state.

On this occasion, people may attend concerts and fireworks that take place in many cities throughout the country. Prominent Russian writers, scientists and humanitarian workers receive State Awards from the President of Russia on this day. Naturally, most public offices and schools are closed on June 12. Since the day commemorates the Soviet Union's dissolution, it brings back bitter memories for some. This is because the dissolution initially led to harsh times the country has faced.

In contrast, peoples flow to the streets with high spirits of joy to celebrate this occasion. One of the celebrations in Moscow showcased a three-hour concert and concluded a six-month contest over the "Seven Wonders of Russia". Detachment from the Crown:

July 1776, during the second year of the American Revolutionary War (1775–83), representatives from 13 North American colonies of the kingdom of Great Britain voted to declare themselves independent from the crown, forming the United States of America. Two days after the historic vote, on 4 July 1776, the Declaration of Independence was signed.

Do airplanes dump their fu...


It is well known for all aviators that the maximum gross take-off weight, for most aircrafts, is higher than the maximum landing weight. If the airplane has an emergency that requires an air return or other landing in the early part of flight, it is highly likely that its overweight will prevent its landing as early as possible, therefore the pilot in command will have the following 3 options at this point:

1.       Fly around at low altitude and high power to burn fuel.

2.       Land overweight.

3.       Dump fuel (if able).

 

Flying around at low altitude and high engine power, could be the best choice to burn the extra fuel if there is enough time before emergency landing. As an aircraft climbs from take-off to its cruise altitude the air pressure decreases. Interestingly, the “standard” air pressure at sea level is 14.7 psi. The exact pressure varies somewhat with the weather patterns. In other words, the aircraft consumes more fuel when flying at low altitude. Accordingly, the fuel consumption decreases with increasing aircraft altitude as the air pressure decreases, and vice versa.

On the other hand, overweight landing is severely dangerous in every situation on every aircraft, the major concerns for overweight landing are:

§  As the landing weight increases, the approach and touchdown speeds increase, and the aircraft require more distance to decelerate. In this case the landing field length may become an issue if the selected runway is smaller than the requirements.

§  Loads on the landing gear according to the higher rates of the touchdown in case of overweight landings. Although, the wheel, brake and tire design are based on the landing stop conditions at maximum take-off weight, but if these limits exceeded, the airplane will need maintenance for sure.

In some cases, the pilot can dump fuel in order to make an emergency landing. This is done to avoid the excessive weight of the aircraft while landing at places where suitable conditions might not exist. However, this option may not be available for some airplanes including airplanes that are not equipped to dump fuel or are not approved to dump fuel at their current location and altitude. For these airplanes, only option 1 and 2 are available.

Sometimes, this same concept of fuel dumping is used in what is called “a dump-and-burn” when fuel is ignited intentionally using the plane’s afterburner to create a spectacular flame for air shows or as a finale to fireworks.

Anyway, when there is a need to proceed with fuel dumping this should be coordinated with air traffic control, and precautions are taken to keep other aircraft out of the dumping areas. Moreover, fuel dumping usually takes place at a high enough altitude so that the fuel will evaporate before reaching the ground. The speed with which fuel can be dumped varies according to Aircraft type, but most of aircrafts can reach its standard maximum landing weight within few minutes.

Thankfully, most of the fuel will evaporate before it even hits the ground when it has been done in suitable altitude. This is more likely on warmer days and when an aircraft is high up in the atmosphere -- ideally above 5,000 feet (1,524 meters), if the jettison is done in lower altitude it may cause a water pollution or another environmental risks for plants, animals and humans. Fortunately, fuel jettison isn't very common and is done in emergency-type situations only, and it is normally done after coordination with the air traffic controller over an area of little population or over water when the aircraft altitude is suitable to avoid pollution and other bad environmental effects.

On this day in 1831, King “Leopold I” took the oath as the first king of the Belgians at the Royal Palace in Brussels, signaling Belgium’s emergence as a sovereign state as distinct from the United Kingdom of the Netherlands.

The Belgian flag, with its tricolor stripes representing the red lion of Hainaut, Limburg, and Luxembourg, the yellow lion of Brabant, and the black lion of Flanders and Namur, will be displayed.

Festivities begin a day early with a concert by the National Orchestra of Belgium at BOZAR, the Center for Fine Arts in Brussels. That same evening, a National Ball takes place in the capital city’s historic Marolles district.

The Belgian Royal Family starts National Day by attending a special service at the Cathedral of Saint Michael and Saint Gudula. At prominent public buildings like the Palace of Justice and European Parliament, there are cultural events and family-friendly activities, as well as a parade featuring military and emergency services followed by a night fireworks spectacular.

In recent years, the number of international tourists has exponentially grown as key figures shown reached a new milestone when more than 1.5 billion tourists arrived after 2015.

Generally, no CAA charges applied for overflight or landing permit in Egypt, only some tiny fees to cover stamps, administration and communication charges may be applied by the local agents.

 

Egypt Air navigation fees are collectable by the Euro Control, and it shall be invoiced directly by Euro Control to the operator directly based on the following formulas:

 

Navigation Charges for Overflight = T1 x D x P

Navigation Charges for Landing = T2 x D x P

T1 = unite rate which is: 17.03 € starting 01-Jan-19 as per Egypt AIP 

T2 = unite rate for landing which is: 132.44 € starting 01-Jan-19

D = Distance Factor = Distance flown over Egypt in Kilometers divided one hundred (100)

P = Weight Factor = Square root of (MTOW ÷ 50) = √ (MTOW/50)

Saudi Arabia Permits fees ...

Who doesn’t know the kingdom of Saudi Arabia, the land of oil and investments, Saudi Arabia sky as same as its land, the route for most private and commercial flights operating to and from Arabian gulf region and in the way to the most attractive shores, Maldives, Seychelles and other islands in the Indian ocean.


Saudi General Authority of Civil Aviation (GACA) is issuing Saudi Overflight and Landing permits for authorized agents who are providing financial guarantees for Navigation and Permit fees payments.

Saudi GACA are approving overflight permit for 100 SAR as fixed fees per flight, and 200 SAR for each landing in any Airport in Saudi Arabia.


 

Saudi Arabia Navigation charges shall be paid to separate authority names as Saudi Air Navigation Services (SANS), Route Navigation will be calculated based on the following formula:

Charges = S x D x W

Where:

S: Service Unit Rate = 118 SAR

D: Distance Factor that is the distance flown between the point of entry and the point of exit in kilometers divided by 100

W: weight Factor. Determined the maximum takeoff weight using the following formula:

W= Square root of (MTOW ÷ 50) = √ (MTOW/50)

MTOW: Maximum takeoff weight in tons.

Aviation Fuel Type...


IFPLS provides verity of aviation fuel types around the world, and we would like to introduce some of the aviation fuel products:

Fuel for Civilian Aircrafts:

Jet-A is a high-purity kerosene-based fuel that is used in jet turbine engines. It is heavy, with a higher flash point and higher freezing point than standard kerosene. This fuel has low vapor pressure and a flash point that is roughly 110ᵒ Fahrenheit.

Jet-A1: The most used fuel in the aviation, it is suitable for turbine-engine aircraft. It has a flash point of 100ᵒ Fahrenheit and a maximum freeze point of -52ᵒ Fahrenheit.

Jet B:
Mostly used for Military aircrafts, also called wide-cut fuel because it is a combination of kerosene and gasoline, it is used mostly in areas that experience very cold weather, in part because its freezing point is around -76ᵒ Fahrenheit. Its vapor pressure is somewhere between that of gasoline and kerosene.

Military based fuel:

  • JP-1/ JP-2 / JP-3 :
    This fuel is pure kerosene and has a freezing point of -76ᵒ Fahrenheit. Even though it was efficient fuel, it is rarely used now adays, as it has been replaced by better fuel types
  • JP-4:
    This type of fuel is flammable and transparent, it can be floated on water and easily evaporated.
  • JP-5:
    The JP-5 fuel is yellow in color, It has a high flash point of 140ᵒ Fahrenheit and a freeze point of -51ᵒ Fahrenheit, and it contains no antistatic agents.
  • JP-6 / JP-7 :
    This fuel was developed specifically for some aircrafts, it had better thermal oxidative stability than the JP-5.
  • JP-8:
    like the A1 fuel utilized by many commercial airlines and military aircrafts. it has a freezing point of -52ᵒ Fahrenheit, as well as a flash point of 100ᵒ Fahrenheit. 

Aviation Gasoline (Avgas): comes in several grades, with specific additives and can be identified by its octane and lead rating:

-         AvGas 80 (80/87 Octane)

-         AvGas 100 (100/130 Octane)

-         AvGas 100LL (100/130 Octane) Avgas100 with 50% Low Lead (LL)
Generally 100LL is the most widely available aviation fuel because it works in the widest range of engines.

Jordan Permit fees and Air...

Jordan is very important country in the middle east, Jordan FIR is mediating between several countries’ FIRs, Syria, Saudi Arabia, Iraq and Egypt, Jordan Air traffic control playing a very important role by instructing flights with their accepted entry and exit points for each country in their route.

Jordan Civil Aviation authority is providing permits to overflight and Landing, for the local handlers and companies located in Jordan who are authorized to provide aviation services in Jordan. Generally, no CAA charges applied for overflight or landing permit in Jordan, but local agents are imposing tiny fees to cover stamps, administration and communication charges.

Bhutan , Paro internationa...

 

Kingdom of Bhutan is landlocked country in South Asia, generally overflying Bhutan is not requiring an official permit issued by Bhutan Civil Aviation Authority (BCAA), as its FIR controlled by China and India, but operating to their airport Paro international airport VQPR / PBH is one of the most challenging operations in the world of aviation, as crew shall fulfill special requirements by being accompanied by a guide pilot on board who has been flying into Paro Aerodrome on a regular basis or an operating crew who has flown before and knows the aerodrome very well by one of the following methods :

 

ü  Operating crew has undergone a simulator familiarization training of Paro Aerodrome.

ü  Operating crew has flown into Paro Aerodrome during the last year

 

If none of above requirements are obtained by the operating crew, a technical stop in near station located in China, India or Nepal will be essential to allow one of the local pilots (Navigator) to join the crew during their flight to Bhutan, navigator can be coordinated and booked from national carriers such as Druk air or Bhutan airlines, but Navigator fees which may reach 4000 USD shall be paid for such service including the navigator fees and his relocating charges.

 

There are no Navigation fees applied for overflying Bhutan, but Navigation charges will be incurred by Landing in Bhutan according to the following price list:

Meet and assist services are also available in Paro airport, and the prices vary depend on the season of arrival or departure

 

Crew for ad-hoc / scheduled flights can enter Bhutan by using Gendec provided that their passports are valid at least for 6 months, holding their crew ID and have their own Hotel booking in Paro. If they are looking to stay outside Paro, then they crew must have visa prior to arrival to Bhutan.

 

 

It is worth mentioning that it is highly recommended to plan landing before 0600Z to VQPR due to wind curfew afternoon Bhutan local time

 

Fuel Jet A1 is also available and require securing it in advance for all foreign registered aircraft. All payment advisable to be in advance or in cash due to non-availability of credit card facilities.

Lebanon Navigation Charges...

Lebanon Civil Aviation Authority is providing overflight permits and landing permit to the applicant directly, but they would prefer to apply it via agent who is responsible to pay the Air navigation fees on behalf of the operator.

Lebanon Civil Aviation authority bans old Russian aircrafts such as Antonov, Ilyushin, Beriev , Sukhoi, Tupolev or  Yakovlev that are older than 15 years old to operate to Lebanon, exceptional permits may be approved if the aircraft may have diplomatic clearance and proved the aircraft qualifications, airworthiness and performance are safe to operate without any problems.

 

Lebanon Overflight permits and Landing permits are issued by Iraq CAA free of charge, only stamps fees and AFTN shall be paid later after getting the CAA answer, regardless if the permit is approved or not, canceled or operated. Lebanon CAA issue AFTN fees to the applicant for each aircraft registration to cover the internal and external correspondences that use AFTN messages, the AFTN charge invoices will be vary based on the number of characters used in the application and the permit messages and number of messages sent and received by Lebanese CAA, some AFTN invoices maybe reach over 100 USD if you didn’t apply for your permit wisely,  therefore, it is highly recommended to apply it via local agent who can minimize the number of messages and can coordinate most CAA procedures via cheaper communication methods such as phones and direct by hand applications.

Air navigation charges shall be collected from each aircraft overflying Lebanese Airspace, in accordance with the maximum take-off weight (MTOW) as follows:

Aircraft MTOW 70 tons or less: 50 USD

Aircraft MTOW over 70 tons: 100 USD

Middle East is the hottest region in the world politically and economically, now adays, Middle east countries are the center of the political conflicts and the source of most of the energy, oil, natural resources and geostrategic locations.

there is huge conflicts between the Middle east countries, but these conflicts didn't affect the aviation sector as much as the bad effects caused by new generation of Corona Virus, as flying through the Middle East became complicated and require advance planning for your route, hundreds of flights have been canceled, millions of middle eastern citizens are prohibited to travel in the middle east, which causes loses in the general business. Here we will introduce some of the new regulation issued by the Civil Aviation’s in the middle east.

-          Lebanon:

Lebanon Civil aviation stopped any flight operating from or to the following countries: China, South Korea, Italy and Iran, also prevented any transit passenger who is coming from the mentioned countries to use Lebanon as transit station.

 

-          Iraq :

Iraq Civil aviation stopped any flight operating from or to the following countries: China, South Korea, Italy and Iran as well. Most of the flights of different Iraqi airlines have been suspended due to banning flights from Iraq as well.

 

-          Kuwait :

Kuwait civil Aviation also have suspended flights from, China, Iran, South Korea, Italy, Japan, Singapore, Thailand and Iraq

 

-          Bahrain :

Bahrain CAA issued an official NOTAMS declaring stopping any private or commercial flights from Iraq, Lebanon, Dubai and Sharjah

 

-          Saudi Arabia:

Saudi GACA have banned any Commercial or private jet from transferring passengers from the following countries: China, Hong Kong, Iran, Italy, Korea, Japan, Thailand, Malaysia, Indonesia, Pakistan, Afghanistan, Iraq, Philippine, Singapore, India, Lebanon, Syria, Yemen, Azerbaijan, Kazakhstan, Uzbekistan, Somalia, Vietnam.  Also, Saudi government toke the decision to 'temporarily' stops travel to Mecca and Medina for pilgrims, which causes a chaos and disasters for thousands of travel agents around the world

 

-          United Arab Emirates:

UAE suspended all flights from China, Iran, Bahrain and the list of banned countries maybe expanded based on the virus expanding situation. 

 

-          Jordan:

Jordan CAA Suspended all flights operating to Iran and Baghdad Airport temporarily, while flights to other Iraqi cities were not affected and operating normally.

 

 

-          Oman

The Omani Public Authority of Civil Aviation (PACA) has suspended all civilian flights to and from China and Iran. Additionally, at all ports of entry into Oman, travelers are required to complete a travel history declaration form to submit for inspection with Omani officials. If COVID-19 continues to spread internationally, PACA may introduce additional flight restrictions.

 

-          Qatar

 

Qatar Airways has suspended all flights China, Seoul, Isfahan, Mashhad, Shiraz and Tehran temporarily.

 

-          Turkey

Turkish airlines has suspended its flights to Nakhichevan, China, Iran, foreign people who were in China or Iran's northern city of Qom in the last 14 days will not be granted entry to Turkey.

it is worth mentioning that, most of countries in the middle east and all over the world restricting any passenger regardless of his nationality, if he/she was in Iran, China or any other infected country, the local authorities are generally preventing them from entering unless they have spent at least 14 days outside the infected country or quarantined them for 14 days.

There are tens of tricks that can help business jet owners to enable them to operate to the targeted locations without any barrier; these tricks are legal and officially permitted by the local authorities for each country and Implementing  ICAO and WHO recommendations, this tricks include but not limited to the following ideas:

-          If passengers are operating from not infected origin, they can operate safely and avoid crowded airlines and avoid possibly infections.

-         passengers who are operating from the infected origin, they can operate to neutral country that can provide 14 days quarantine for the arrival passengers, then allow them to travel to another country after confirming they are not infected.

-          If the passengers have never visited infected countries in the last 3 weeks and provided the needed documents, they may be able to break any regulation related to corona if their nationalities are forbidden to enter to the country due to corona fears.

-          Too much other legal procedures are applicable if you may need to operate such flights to any country suspension flights due to Covid-19.

What is the CCAR129


Civil Aviation Authority of China (CAAC) allow foreign operators to operate a limited numbers of flights annually without obtaining China Traffic right, provided that the number of flights operated to china shall not be exceeding 12 flights per fiscal year, if operators are looking to operate more flights, then they have to obtain Chinese foreign operator certificate which is named as CCAR129.


CCAR129 is an essential permit issued by China Civil Aviation, to enable the operator to operate to/from China freely without limitation. This article will include some useful information that will be helpful to understand the producers required by China Civil Aviation authority to obtain Foreign Air Operator Certificate (CCAR129)

 

 

Starting Application Requirements:

 

Operator shall provide authorization letter to a representative agent to coordinate with China CAA. (special form may be required)

 

Operator shall specify the fleet that will be operating to China, to be recorded in China CAA system, all fleets shall have valid documents as follows

ü  AOC: Air operator certificate

ü  COA: certificate of airworthiness

ü  COR: certificate of registration

ü  COI: certificate of insurance

ü  Noise certificate

ü  RADIO station license

 

 

Processing procedures:

 

Lead time for CCAR129 approval:

 

The application may require at least 21 days up to 3 months to be finalized with China CAA, the length of the process depend on providing full documents and full information required by china CAA without any missing parts. after completing all documentations and information required by the CAA, CAAC may get back with some inquiries or may require additional information or documentation that varies according to the operator nationality and the requested destinations.

 

 

CCAR129 Processing stages:

 

CCAR129 approval processing procedures will have 3 different stages as follows:

 

Ø  Define a rate for the airline and check the applicability for CCAR129. (this process will require 1 week up to 1 month based on your documentation validity and proficiency in providing the documents to the competent authority)

 

Ø  Contact - Foreign Airlines Certification & Oversight Division, CAAC North China Regional Administration - to open an FSOP account to hand over the docs. (this process will require 1 week up to 1 month based on your documentation validity and proficiency in providing the documents to the competent authority)

 

Ø  CAAC application review in the system. Once full application information and documentation are approved, CAAC will issue CCAR129 operation specification to operator. (this process will require 1 week up to 1 month based on your documentation validity and proficiency in providing the documents to the competent authority)

 

 

 

 

 

 

 

 

 

 

Main Requirements and documentations for the CCAR 129

 

1.       Application for issuance of CCAR-129 operations specifications

The Application letter include general information about the operator, special form is required to be filled and can be downloaded from this link (CCAR129-APF)

 

2.      Operator’s declaration for CCAR-129 Certification Application

Declaration letter that contain information about the operator if they have obtained any CCAR previously, Aircraft equipment, Airmen information and training, operator dispatching staff, Operations type, and en-route and Airport Navigation data resources (CCAR129 – Cert.)

 

3.      Brief introduction of the Air Operator

It is free letter introduce some useful information about the Operator history, management details, quality and safety procedures, airport and country that generally operating to and from.

 

4.      Economic approval document

Any document provided by the country of the operator proving that they are Authorized to operate commercial flight to / from the origin country and providing financial eligibility and capability to provide flights to / from China.

33.  For the application for exemptions/deviations, the proposed equivalent safety measures should be provided.

34.  For an application for operations to one of the special airports listed in the Subparagraph a of C0067, appropriate information should be provided as required.

35.  In the case of wet lease, the approval of wet lease or equivalent document issued by CAAC should be provided.

The oil and gas sector is the country’s main source of revenues, generated about 70% of total budget receipts, therefore Algeria's is the most active country for the business and Commercial flights and have a huge number of domestic and international airports to facilitate the transportation between the different parts of the country.

Houari Boumediene Airport, also known as Algeria Airport or Algeria International Airport, is the main international airport serving the capital of Algeria. The airport has a restricted schedule when it comes to its working hours depending on the day of the week, but you can extend the working hours of it upon request.

 

Due to Covid-19 pandemic; Air, land and sea borders have faced long closure. Travelers and Air operators should check with the Algerian authorities for any entry requirements including exemptions.

Previously, entry was limited to: Algerian nationals returning on repatriation flights from abroad, foreign nationals with diplomatic visas, employees of foreign companies operating in Algeria. There was a process set out by the Algerian Ministry of Foreign Affairs relating to requests for authorization to enter Algeria.

Travelers who think they are eligible to enter Algeria despite all borders being closed shall need to contact their employer and/or his country Embassy in Algeria for more information on this process.

Generally, Travelers should check with the Algerian authorities for any entry requirements including COVID testing. Previous requirements included evidence of a negative PCR test no more than 72 hours prior to arrival. Vaccinated personnel shall also check with the authorities if their type and date of vaccine is acceptable to enter the country.

Algerian authorities may require quarantine for short time. Previous quarantine requirements were a compulsory 14-day stay at a state facility, or own accommodation (if diplomatic), or company accommodation (if authorized by the Prime Minister).

How to Obtain Malaysia For...

Civil Aviation Guidance Material (CAGM) guides foreign commercial air transport operators in the application and renewal of a Foreign Air Operator Certificate that is issued by the Civil Aviation Authority of Malaysia. Furthermore, IFPLS (International Flight Planning Solutions) collaborates with FAOC Malaysia to help perform these applications.

The validation and close observation of the FAOC aim are to provide better clarity and

transparency on the safety oversight of foreign commercial air transport operators.

It comprises the following two processes. First, the Grant and Renewal of FAOC is the safety assessment and validation of foreign commercial air transport operators before the commencement of operations in Malaysia. Second, the close observation includes the safety assessment of commercial air transport operators operating in Malaysia as and when there is new information that may affect the operations and airworthiness of aircraft and inspection of the aircraft when it is in Malaysia.

The process of Malaysian Foreign Air Operator can be used to apply for the initial issue, renewal or variation, or combination of renewal and variation. The applicant may appoint an agent to complete the application and communicate with CAAM all matters necessary. CAAM will require evidence of the agent’s authorization, for example, a Power of Attorney or a Letter of Authorization. With such an appointment, CAAM will convey any information or make any request through the agent and may consider it as the primary communication channel. The application form must be submitted to CAAM by email or link. The applicant can complete this application form electronically; however, CAAM will not accept an application without a signature.

All foreign approvals, authorizations, certificates, licenses, and accompanying documents must be current at the time of application and must be submitted in or translated into the English language. There are some specific documents required for the FAOC application. CAAM may request other documents, in addition to those below, at any time during the validation process:

·       Malaysian Foreign Air Operator Application Form.

·       Malaysian Foreign Air Operator Application Form– Aircraft and Airport (for each aircraft type).

·       Air Operator Certificate and Operations Specification, or the equivalent documents issued by the Civil. Aviation Authority including the aircraft type, areas/region of operations, and operational authorizations.

·       A copy of the proposed schedule.

·       Certificate of Business Registration and/or Certificate of Incorporation, or the equivalent document if conducting the initial operation in Malaysia.

·       Letter of authorization (if an agent is appointed to handle the application).

·       Details of any accidents/serious incidents, and the activities resulting from any investigations.

·       A copy of the noise certificate (or equivalent evidence of compliance with Annex 16) for at least one of each aircraft type.

·       A copy of the Certificate of Registration and Airworthiness of at least one aircraft type.

·       A copy of the Continuing Airworthiness Management Organization (CAMO) certificate and its Term of Approval.

·       A copy of Approved Maintenance Organization (AMO) certificates and its Term of Approval.

·       Certificates of Insurance for Carriers’ Liability Insurance (Declaration).

·       A copy of the lease agreement for aircraft operated under a wet/damp lease arrangement.

·       FAOC Compliance Matrix (for initial application) and all required documents/manual/reference listed in the matrix (form CAAM/BOP/FAOC/2).

·       List of aircraft type(s) and registration(s).

Application for certificate of validation of FAOC is required to be submitted together with fees as required by Civil Aviation. We can assist you with the FAOC application the application fee is USD 1,250, and SkyPark coordination fee and Courier Fee is USD 550, a Total: of USD 1,750.00.

 

Requirement submission of Application for FAOC is required to apply ninety (90) days before the intended starting date of operation and the applicant is required to comply with the guidelines stated in this CAGM and the guidance stated on the application form. However, if you wish to renew your application for FAOC are required to apply thirty (30) days before the expiry date of the FAOC.

The FAOC Compliance Matrix Application form consists of four sections that list the evidence that CAAM expects an air operator intending to conduct international commercial air transport operations to have included in its manuals or other documents that are required to be submitted to CAAM together with the Malaysian Foreign Air Operator application form. The list of procedures has been extracted from ICAO Annex 6 and other associated ICAO documents. CAAM inspectors from each Division will be assigned to validate the FAOC Compliance Matrix according to their areas of expertise.

The four-section are listed below:

·       Section A – Flying Operations.

·       Section B – Cabin Safety.

·       Section C – Airworthiness.

·       Section D – Dangerous Goods.

This compliance matrix is used as a communications tool between CAAM and the applicant during the assessment process. The information provided by completing this compliance matrix will be used by CAAM’s inspectors when assessing the application for a Foreign Air Operator Certificate. If the documentation does not address ALL of the items listed in this compliance matrix, the assessment of the application may be delayed.

The Malaysian Aviation Commission (MAVCOM) Requirements is an independent entity to regulate economic and commercial matters related to civil aviation in Malaysia. One of its functions is to administer and manage air traffic rights in Malaysia.

An Air Traffic Right Certificate (ATRC) is required for any person who intends to undertake to carry by air or use any aircraft for the transport of passenger, mail, or cargo for hire and reward upon any scheduled journey between two or more places of which at least one place is in Malaysia. ATRCs are awarded based on available capacity on each route, to airlines that have successfully applied for them. An ATRC holder is required to use all of the capacity allocated to it within 6 months from the approved effective date of operation and failure to do so will result in the unutilized rights being revoked. A holder of an ATRC may surrender their certificate by writing to the Commission not less than six months before the proposed date of surrender. The surrender of an ATRC shall take effect six months from the date the Commission receives the notice or any other date as may be specified by the Commission.

MAVCOM takes a range of conditions into account when allocating ATRC, including:

·       Public demand and the interests of air transport users (passengers, cargo customers).

·       Quality of service, and economic viability of the proposed flights.

·       Quality of service, and economic viability of the proposed flights.

·       Quality of service, and economic viability of the proposed flights.

Non-Scheduled Operation intends to carry passengers, cargo, and/or mail from any points outside Malaysia to any points in Malaysia and vice versa on a non-scheduled basis and shall apply to the Commission via the CAAM by filing their application before it commences services.

An applicant is not permitted to carry out selected operations as follows:

·       Carry out any passenger, cargo, and/or mail from Malaysia that differs from the passenger/cargo manifest.

·       Uplift any cargo and/or mail from Malaysia to any points beyond Malaysia unless they can provide a no-objection letter from Malaysian ASL and ASP (cargo) operators.

·       Uplift any passenger, cargo, and/or mail within points in Malaysia.

·       Uplift any passenger, cargo, and/or mail in the positioning sector.

Applicants are required to apply to the Malaysian Aviation Commission before applying for a FAOC and apply for slot allocations at the same time to the National Slot Allocation Malaysia. However, the applicant shall only be entitled to operate the proposed non-scheduled services after receiving the necessary approval from the Commission.

Application for overflight and other Non-Scheduled services that are not for hire and reward which among others may include an operation for medical purposes, search and rescue, aerial mapping, agricultural activities, scientific activities, and sports activities shall be submitted to the CAAM (not MAVCOM).
